Winchester is the ancient Capital of Wessex, the County Town of Hampshire, England. It’s the burial place of many of England’s Kings, Queens, Saints, and  famous people such as Jane Austen and Izaac Walton. Here the rule of Common Law was established, the Domesday Book compiled, and the  Winchester Bible written. Many ancient institutions, such as hospitals, schools and religious foundations still survive to influence daily life in the City. St. Swithin, is perhaps the most famous weather related person associated with Winchester, he was the Bishop of Winchester, whose reinternment in the Cathedral following his original burial outside gave rise to the famous saying:

"St. Swithin’s Day, if it does rain
Full forty days, it will remain
St. Swithin’s Day, if it be fair
For forty days, t'will rain no more."
